For the chili meatballs, mix the minced meat with fish sauce, soy sauce, pepper, chopped garlic cloves and chopped chili pepper. Knead everything well. Form small balls from the mixture with wet hands. For the dipping sauce, in a small bowl, mix the garlic well with light soy sauce, sesame oil, lemon juice, sugar, chili, vinegar and a little water if needed.

Then stir until the sugar dissolves and pour into small dip bowls. Heat plenty of oil in a heavy skillet or wok and deep fry the balls until crispy all over. Lift out and pat dry with paper towels. Serve the chili meatballs with the extra dipping sauce.
